Rome, 18th September 2026 – RES4Africa Foundation successfully concluded the Workshop on Tariff Ceiling Model Governance & PPA Templates, held in Maputo, Mozambique, from 17 to 18 September 2026 under the Policy & Regulatory Assistance Programme (PRAP) 2025–2026. The initiative was carried out in collaboration with the United Nations Economic Commission for Africa and Gestore dei Servizi Energetici, with the support of the Italian Ministry of Foreign Affairs and International Cooperation and Enel Foundation.
Delivered with the technical support of Grupo Mercados Energéticos Consultores, the workshop focused on the governance and institutionalisation of the Reference Tariff Ceiling Model, alongside the development of a standardised renewable energy Power Purchase Agreement (PPA).
Building on the technical collaboration with ARENE since 2024 and the advanced training delivered in March 2026, the workshop moved beyond the practical application of the tariff ceiling model to address its integration within a formal governance framework. Participants discussed proposed procedures, responsibilities and decision-making processes for the model’s application to centralised renewable energy procurement, while also examining relevant lessons from the Italian regulatory experience shared by Gestore dei Servizi Energetici (GSE), represented by Alberto Biancardi and Giuseppe Dell’Olio
The second part of the workshop focused on the draft standardised PPA template and its risk allocation framework, providing participants with the opportunity to review the proposed document. Through interactive discussion and dedicated risk allocation exercises, participants examined key contractual issues including project delivery delays, curtailment, grid unavailability and foreign exchange risk. This participatory approach will contribute to refining the instruments and ensuring their alignment with Mozambique’s regulatory and power-sector needs.
The workshop represents a further step in the ongoing collaboration with ARENE, supporting the development of robust, transparent and consistent regulatory and contractual frameworks for renewable energy procurement and contributing to an enabling environment for Mozambique’s energy transition.
