RES4Africa Foundation, in collaboration with UNECA and GSE, successfully concluded a three-day course as part of the Policy & Regulatory Assistance Programme 2025. The training on Power Purchase Agreement (PPA) tariff modelling and contract design was held from 15th to 17th September 2025 in Maputo. The programme was supported by the Italian Ministry of Foreign Affairs and International Cooperation and Enel Foundation.

The programme included practical tools and guidance to set maximum tariffs in renewable energy PPAs and align standard contract frameworks with regulatory best practices for representatives of Mozambique's electricity sector authorities: ARENE, MIREME, EDM, FUNAE, HCB, and Mphanda Nkuwa Dam.

The course was delivered by expert trainers from GME and engaged participants in interactive sessions covering the fundamentals of market and contract design and of power purchase agreements, financial modelling theory, and the allocation of risks in PPAs.  Central to the course was a hands-on practical component in which participants were exposed to a financial modelling tool developed specifically for the Mozambican power sector, exploring its development, parameters, tools, and use cases to define the "maximum reasonable tariff".

The successful completion of this initiative underscores the value of collaboration and capacity-building in strengthening Mozambique’s renewable energy regulatory framework and advancing the country’s energy transition.
