RES4Africa and ARENE Sign Memorandum of Understanding to Strengthen Cooperation in Mozambique

Rome, 17th March 2026 – Renewable Energy Solutions for Africa (RES4Africa) and Autoridade Reguladora de Energia (ARENE), Mozambique’s independent Energy Regulatory Authority, have signed a Memorandum of Understanding (MoU) establishing a framework for cooperation aimed at supporting renewable energy development and strengthening the regulatory environment in Mozambique.

Established by Law 11/2017, ARENE is responsible for the supervision, regulation, inspection and sanction of Mozambique’s energy subsectors, including electricity from renewable sources, liquid fuels, and natural gas distribution and commercialization. The agreement reflects the strong complementarity between the missions of ARENE and RES4Africa, which share the long-term objective of advancing renewable energy development in Mozambique by reinforcing the local regulatory framework and facilitating electrification efforts across the country.

Mozambique holds significant renewable energy potential, particularly in solar, hydro and wind resources, positioning the country as a key player in Southern Africa’s energy transition. Unlocking this potential requires robust, transparent and forward-looking regulatory frameworks capable of attracting sustainable investments while ensuring inclusive and long-term economic growth. In this context, the partnership aims to contribute to the creation of an enabling environment that supports both public and private sector engagement in the renewable energy sector.

Under the MoU, the Parties will collaborate on capacity building initiatives and knowledge transfer activities, support policy and regulatory development and reforms, and facilitate networking and dialogue with national and international energy stakeholders. The cooperation will also include the co-organization of events, webinars and training programmes, including thematic and methodological sessions on key regulatory topics such as Power Purchase Agreement tariff methodologies. In addition, the two institutions will work together to promote communication, outreach and dissemination efforts, identifying synergies and exchanging technical, policy and financial know-how to accelerate renewable energy deployment in Mozambique.

Through this collaboration, RES4Africa and ARENE will further facilitate dialogue with European and African entities, international institutions and industry actors committed to supporting Africa’s just and sustainable energy transition, reinforcing Mozambique’s position as an emerging renewable energy market in the region.

“Strengthening regulatory frameworks is a cornerstone for accelerating renewable energy deployment and mobilizing investments across Africa,” commented Roberto Vigotti, Secretary General of RES4Africa. “This MoU with ARENE represents an important step toward supporting Mozambique’s energy transition by investing in institutional capacity, promoting regulatory excellence and fostering dialogue among key stakeholders.”

Paulo da Graça, Chairman and Executive Officer (CEO) of ARENE, stated: “With the signing of this Memorandum between ARENE and RES4Africa, we mark an important step in strengthening institutional cooperation between our organisations. This partnership will enhance the exchange of knowledge, experience and international best practices in the energy sector, while supporting the development of regulatory policies that facilitate the attraction of private investment and promote dialogue among the different stakeholders of the energy sector.

The synergy between ARENE and RES4Africa will help create an enabling environment for the development of projects that address the country’s energy challenges, encouraging the active participation of various stakeholders and contributing to the achievement of universal energy access goals in Mozambique.”
