The 4th Ordinary Session of the Specialized Technical Committee on Transport, Transcontinental and Interregional Infrastructure, and Energy convened in Zanzibar, United Republic of Tanzania, from September 12 to September 15, 2023. The gathering focused on the overarching theme of "Accelerating Infrastructure to Deliver on the AU Agenda 2063 Aspirations."
After extensive discussions in the field of energy, the Specialized Technical Committee on Transport, Transcontinental and Interregional Infrastructure, and Energy (STC-TTIIE) officially endorsed the Zanzibar Declaration as a ministerial proclamation. This declaration underscores the adoption of the African Union Commission (AUC) and United Nations Economic Commission for Africa (ECA) Continental Regulatory Framework for Attracting Private Sector Investment in Africa's Electricity Markets as a mechanism to promote private sector involvement in Africa's electricity markets. The Framework receives the lessons learned from the Regulatory Reviews of African Electricity Markets conducted by RES4Africa and UNECA between 2020 and 2022. These reviews evaluated the preparedness of 16 African markets' policy and regulatory frameworks in crowding-in private sector investments in electricity infrastructures.
As RES4Africa, we proudly acknowledge our role in shaping this framework through the Missing Link Programme. The adoption of this framework by the AU Ministers responsible for Transport and Energy represents a significant step forward, recognizing the private sector's role in advancing electricity infrastructure across Africa for socio-economic transformation.
