Pilot Training launched in Mozambique to Empower Local Communities for a Just Energy Transition

We are proud to announce the launch of a pilot training program in Pemba, Mozambique, designed to equip local youth with technical and entrepreneurial skills in solar photovoltaic systems. This initiative marks a concrete step toward advancing skills development across Southern Africa, fully aligned with Mozambique’s national strategy for universal electricity access by 2030.

Delivered under the Technical and Vocational Educational Framework also known as Re-skilling Lab , the program is sustained by Enel Foundation and promoted by RES4Africa Foundation, whose strategic role reinforces the importance of knowledge partnerships in accelerating Africa’s energy transition. The initiative also aligns with the objectives of the Mattei Plan for Africa, an Italian government framework aimed at fostering local expertise and promoting investment in institutional development and renewable energy workforce training across the continent.

Implemented in collaboration with Fondazione E35, the program combines 40 hours of hands-on technical training in solar PV installation with 30 hours of life skills and entrepreneurship modules, creating a holistic approach to capacity building and employability.

This initiative exemplifies the importance of “making system”—bringing together international foundations, local institutions, and industry actors to foster inclusive development and resilience in communities most affected by energy poverty and climate vulnerability.

The pilot course runs from 24 November to 12 December 2025 at IFPELAC (Instituto de Formação Profissional e Estudos Laborais Alberto Cassimo) facilities in Pemba, targeting 25 young participants, including internally displaced persons, women, and vulnerable youth. Upon completion, participants will receive credits aligned with Mozambique’s vocational qualification framework, opening pathways to further training in future expansions of the Re-skilling Lab, as well as opportunities for employment and self-employment in the renewable energy sector, thanks to the entrepreneurship component.

By closing critical knowledge gaps and strengthening institutional capacity, this initiative lays the foundation for future Training-of-Trainers programs and scalable models across Africa. It stands as a tangible example of how collaboration between international organisations, and local partners can accelerate the continent’s transition toward a sustainable, inclusive energy future.
